We are hiring a Coordinator Construction





Duties and Responsibilities:

  • Construction Coordinator shall work for construction execution work of OPEX and CAPEX Projects by the Engineering and Projects department. The Construction Coordinator shall coordinate the construction management activity including leading and organizing all required project meetings from construction start to commissioning.
  • Construction superintendent shall assign Construction Coordinator to be in charge of coordinating contractors in implementation of project
  • Construction Coordinator shall attend Project Kick-off meeting organized by Project lead and receive all the project related information and check following construction preparation work: 
  • Scope of work documents including IFC design drawing
  • Pre-job checklist to completed before work start
  • HSE management plan for the project
  • Risk assessment of the project
  • Work area planning and Traffic management plan
  • Training matrix of the contractor if Contractor employees have completed all the mandatory trainings
  • Check standard safety meetings preparation including pre-start meeting, etc.,
  • Contractors safety inspection routine schedule is outlined
  • All vehicle and equipment inspections and vehicle ID badges
  • Contractors’ supervisors qualification for issuing permit to work
  • Check contractors’ temporary facilities and start Temporary Occupied Building Permitting process
  • Check relevant PPE distributed or made available to workers 
  • Review contractors emergency and first aid procedures and if relevant procedures distributed and made available to workers
  • Mobilization documents to be reviewed. These documents including SAP created for all employees of contractor, qualification of contractor employees, pre-employment medicals are being completed and verified by the company, 
  • Competency Declaration and Acknowledgement of the camp, policy and site procedures and Drug and Alcohol standard submitted and signed by Contractor’s workers
  • MSDS of chemical materials is reviewed and registered Chem Alert system as per H1 standard
  • Contractors compliance to Land Disturbance Permit 
  • Construction Coordinator shall manage the document control of construction work. This including setting of designated folder with Project number in the construction directory. 
  • All documents relevant to construction activity shall be uploaded to projects construction folder as per standard and developed during construction period. 
  • Construction Coordinator shall involve in squad check procedures for engineering drawings review all stages of design and provide own comments and instructions
  • Construction Coordinator shall attend the Pre-start meeting of Contractors and share the HSE communications and actively engage in safety discussion. 
  • Construction Coordinator shall monitor the Contractor’s permit to work procedures and review the relevant documents including BAC testing, JHA, permits to work, etc.,
  • During construction work, Construction Coordinator shall coordinate with Contractor and follow the implementing actions raised from other teams regarding the construction work Safety inspections, Critical Risk Managements actions.
  • Construction Coordinator shall engage with other departments for supporting construction work. Such coordination shall include lifting operation by a rigging team, earthwork by an Earthwork team, electrical commissioning with an Electrical team etc. If construction project requires a Supplied items such as material and equipment, Construction Coordinator shall engage with relevant parties and organize material and equipment supply.
  • In case of safety incident, Construction Coordinator can be assigned investigate safety incident as per Incident Investigation procedure. Investigation needs to be completed and timely manner as per required duration of Incident Investigation procedure and investigation documents shall be submitted by Construction Coordinator for approval 
  • Construction Coordinator is to coordinate with stakeholders regarding MOC and review the process safety risk assessment of the project implementation. If MOC and or Process safety issues in the project execution, inform about it to Project lead for actions to request required documents to be completed.
  • Approved action raised from investigation to be registered in RT HSE incident system and implementation of the action to be following by Construction Coordinator and closed. 
  • Construction Coordinator to involve in scope of work of the projects to support project lead in preparation of bidding documents and advice on construction methodology and construction schedules of the projects.
  • Construction Coordinator to involve in creating the construction baseline schedule with all relevant parties including scheduler, contractor and project lead. Approved schedule shall be uploaded in the construction folder. During the construction work, Construction Coordinator shall update the schedule completion together with scheduler.
  • In case of construction baseline schedule is no going to be completed within scheduled period for various reason, Construction Coordinator shall confirm the reason of delay and proceed to create recovery schedule with coordination with all parties including contractor, scheduler and project lead.
  • Construction Coordinator shall review the IFC drawing and its MTO and control material delivery of contractor and keep log on Material log sheet of the project. This will be included Material Quality check. If material quality does not meet relevant standard, Construction Coordinator shall non-conformance report. 
  • In case material is a supplied item, Construction Coordinator shall create purchase request and submit. 
  • Construction Coordinator shall review and approve in following report by contractor contractor’s plan of the day, daily progress update review and approve weekly progress report
  • Construction Coordinator shall organize meeting with Contractor QAQC, and engineering and involve in creating Inspection and Test Plan (ITP) by Contractor for the project. 
  • During the construction period, Construction Coordinator shall review and approve the QAQC check documents and QAQC activity of contractor: keeping red book, filling each discipline act documents as per Mongolian construction regulation.
  • Construction Coordinator shall attend the Monthly Performance Score Card Monthly meeting organized by OTCE and provide feedback on Contractor’s performance on the project. 
  • Construction Coordinator shall organize lean board meeting on construction projects to improve performance of contractor. 
  • Review lean board meeting minutes of contractor and follow up action implementation
  • Employment medicals check
  • Construction Coordinator shall actively attend HSE related trainings, and organize safety workshop, monthly session and safety improvement programs such as CRM. Construction Coordinator shall complete 8 CCV per month. 2 non-compliance to be registered in Forwood system
  • Construction contractor shall review and check permit to work which issued by Contractor. Qualification of Contractor supervisor shall be reviewed by construction contractor. If qualification of contractor supervisor meets requirement of Permit to Work Procedure, Construction Coordinator shall create Permit issuer appointment letter for approval.
  • In final stage of construction project, Construction Coordinator shall organize and attend following walkdowns coordination with relevant parties, technical commissioning and create walkdown punch list. 
  • Final walkdown with End-user
  • If project construction completion requires to have State Commissioning, Construction Coordinator shall involve in preparation of commissioning plan. 
  • All Punch list actions shall be inspected upon completion and Punchlist to be closed. 
  • Construction Coordinator shall check the hand-over documentation from Contractor and its completeness. Completed hand-over documentation in hard original copy and electron file shall be handed over Project lead.   Electronic file shall be uploaded to Projects construction folder

 

Requirements:

  • Undergraduate or equivalent or higher education obtained through degrees or diplomas from academic college or universities.
  • Mechanical/Electrical Engineering or relevant discipline is preferable. 
  • At least 3 years relevant experience, or otherwise the significant practical experience and on the job training.

Contract term: 1 Year
