We are hiring a Supervisor Border





Duties and Responsibilities:

  • To deliver safe, effective and efficient supply chain services through the HF Terminal which is located at GQMD, China
  • Work within a freight terminal environment dealing with all aspects of export administration.
  • To ensure that sound freight logistics, export processes, commercial management practices and logistic procedures are followed in accordance with the Company, Government processes, documentation and governance requirements
  • To be able to plan and prioritize the work load before implementation so as to provide a constant and accurate all round service to all of your customers.
  • To work with Jiayou the HF contractor to supervise and expedite the outbound convoy transits through GQMD for both entry and exit into and out of China 
  • To prioritize the convoy returns to the mine site on the same day and that overnight convoys depart from HF as soon as the border opens in the morning. To be proactive to get all convoys turned around and back across the border into Mongolia as a priority.
  • To liaison with Jiayou the HF contractor and coordinate all New Drivers and New passport registrations at the GQMD Customs in a timely manner
  • To schedule the loading and unloading work in coordination with Customer Relation Team, Outbound Team, Jiayou the HF contractor and the Customer’s Transport Service Providers
  • To ensure all convoys are loaded and unloaded in a safe and timely manner.
  • To be a leader and good team player with a positive attitude at all times, to be able to work with all teams across the board that are involved with the operation, all who have there own idiosyncrasies that need to be dealt with.
  • To ensure that all of the required paperwork is completed and received from the Company and that the Jiayou the HF Contractor have made all of the necessary preparation for the Chinese Customs clearances and the HF Bonded Warehouse receiving. 
  • To liaise with Jiayou the HF contractor to ensure that the Chinese Customs inspections are conducted and goods are cleared for entry into the HF Bonded Yard in a timely manner 
  • To ensure that a Goods Release Note is provided to Jiayou the HF contractor prior to them commencing any loading and or unloading processes 
  • Monitor the product loading via WMS and ensure that the correct products are assigned to the correct customer
  • To enter the consignment information into WMS in the most accurate and timely manner upon each delivery and collection of consignment In and Out of the HF Terminal. (E.g. Sales Order Number, Parcel number, Lot number, Bag weight, Seal number, Manifest number Vehicle number, Driver License ID…etc)
  • To liaise with Jiayou the HF contractor and ensure that each customer’s truck is weighed prior to their entry into HF Bonded Yard. To accurately record and enter each trucks weight and driver details into the WMS and POD prior to the loading for customer collection. Then assign a Customer Vehicle ID to each truck load. 
  • To develop a Proof of Delivery note for each consignment and confirm the documents accuracy and witness the consignment delivery by signing on the POD document, for the transfer of goods ownership to the customer. Ensure that each POD is sent to the Sales and Marketing Team in a timely manner
  • Be responsible for informing the Sales and Marketing Team of each parcel completion in a timely manner in an attempt to commence the LC process with the customer team
  • To perform weekly and monthly stock takes to identify any inventory inaccuracy. To support and liaise with audits for Year-End stock counting
  • To produce an operation daily, weekly and monthly reports for management in a format as agreed by all parties that are involved
  • Maintain all shipping records files and filing systems
  • Review all raw data associated with product movement, fleet cycle time and supply deadlines to develop reports and conduct basic analysis
  • Provide input into the continuous improvement process and any and all cost saving initiatives, search for potential new initiatives that may enhance the process, maintain open and transparent communication channels with Company OBL.
  • To check and audit all costs involved in the repair of the gantry crane and any other Company funded repairs and maintenance work. For example are the spare parts that were ordered are used on the correct machine 
  • Be proactive to observe any negative behaviors, for example alcohol consumption, curfew times etc within the HF accommodation. Furthermore to supervise and enforce all camp rules, ensure that all site and company rules are strictly followed by contractors, esp visiting Company contractors who are unable to return to work on the same day, to report any transgressions to management
  • Monitor and observe work practices to ensure unsafe work practices are stopped, mitigated and if necessary, the guilty party is trained on the safe work practices.
  • To ensure that all of the Transport Service Provider’s trucks and trailers meet Company requirements and the equipment is fit for purpose 
  • To always act in a safe manner and promote a safety culture at all times while undertaking your duties, to ensure that all work is carried out; consistently with the Company’s safety policies, procedures and standards in mind
  • Contributes to the safety of all fellow team members and that all identified risks are mitigated with appropriate controls put in place immediately.
  • To oversee and liaise with the transport operators to ensure that all rigging operations are conducted in a safe manner while loading and unloading operations.
  • Be responsible for understanding changes to their assigned work areas and control any potential hazards
  • Provide mentoring and a leadership to subordinate positions in order to drive behaviors that support the Company’s process, health safety, environment requirements and business improvement initiatives
  • To conduct rolling audit inspections at HF accommodation area and report the finding and issues that requires improvement.  (E.g. Accommodation cleanliness, all aspects of hygiene, drivers respect for the facilities, Meals, are they adequate and of suitable quality. Are all staff observant of all camp rules. First aid equipment available and up to date…etc)
  • Liaison with Jiayou the HF contractor to remedy any shortcomings and complaints regarding the accommodation at HF, communicate any ongoing problems to Company management 
  • Must have an open and transparent connection with the OBL office, providing regular reports as requested plus to provide up to the minute reports on events that could impact the operation, accidents or service failures at GQMD etc
  • To assist with the management and introduction of any proposed or initiated changes, promote good working relationships, negotiate and communicate to facilitate product transfer through Customs, import, export processes for receipt and subsequent collection by customers at the HF Terminal

Requirements:

  • Post-secondary or equivalent education obtained through degrees, certificates (e.g. apprenticeship or trades certificate) or diplomas from academic or vocational training centres.
  • Logistics or relevant discipline. 
  • At least 3 years relevant experience, or otherwise the significant practical experience and on the job training.
  • Ability to work in a harsh extreme environment
  • Excellent Chinese and English, both written and oral
  • Basic knowledge of Chinese and Mongolian Customs and Transport Laws and Regulations
  • Knowledge of International Freight Forwarding and Logistics activities and transport safety requirements
  • Experienced in operational logistics and customs export and import clearance processes
  • Team oriented, friendly and amicable personality.
  • Ability to monitor and supervise the contractors and service providers
  • It would be desirable that the applicant has some understanding and experience of SAP
  • Be proficient with Windows Software, in particular Excel, Word, PowerPoint 

Contract term: 6 months
