1.Fully accountable for OT Atmospheric Emissions Management and Noise and Vibration management:
Plan, develop, implement, and maintain monitoring systems based on relevant documents (including DIEA, ESIA, RT standards, OMPs, EMP, Audit and Inspection findings and non-conformance) and ensure all work carried out is consistent with the Company’s Safety and Environmental Polices and Standards and other legal requirement.
Maintain all the relevant (Air quality, GHE, Noise and Vibration) environmental documents (OMPs, SWPs, EMP, RA, KPI, Exceedance mitigation action plan, Compliant and Incident register, monitoring inventories, surveys, and maps) are up to date.
Write a regular and all kind of reports as necessary based on outcome of monitoring data results, mitigation actions and evidence. Keep all reports available for audits from both internal and external bodies such as Rio Tinto, State, aimag and soum specialized inspection agencies, lender organizations, etc.
2.Develop long-term strategic plan of AQ, GHE, Noise and vibration management. For example:
Company site General Condition Report and Company GHE Target 2021-2025.
Coordinate all Ops and Company teams to provide necessary support on air quality protection, GHE reduction, energy saving measures and monitoring as well as make sure all site planning, construction and production stages, mitigation/corrective actions and risk assessments completed accordingly.
Liaise with local government representatives, state environmental inspectors, community officers, consultants, experts of Contractor Company’s, and visitors to site and facilitate inspections and audits to ensure a collegial relationship.
Actively look for opportunities to promote air quality, GHE, noise and vibration awareness throughout the project.
Keep up to date with current legislation, regulations, standards, guidance, technical and scientific developments in air quality and other environmental aspects including soil, noise, vibration, etc.;
Assist in environmental training to all mine personnel to ensure awareness of environmental impacts on the mine and how they must be managed.
Undertake internal and external communication and awareness campaign on AQ and GHG emission. For instance: write/prepare a regular news and other topical news, scientific articles, posters and presentation for internal/external event, workshop, newsletter, and journals.
3.Fully responsible for Air quality, GHG emission, Soil, Noise and Vibration monitoring implementation, reporting and stakeholder engagement:
Fully implement the Air quality, GHG emission, Soil, Noise and Vibration monitoring Program and Mitigation Measures, as planned in each year EMP.
Keep the monitoring tools, equipment, devices, and weather/Air quality stations in good condition – calibration should be done on a regular basis as specified by manufacture or legal requirement.
Develop and maintain accurate management of monitoring data by using environmental database software (Data Sight and Aeroqual Cloud).
Actively use the environment monitoring data analysis software (R, ArcGIS, HYSPLIT, AERMOD modelling etc) in order to statistically scrutinize environmental data trend, as well as reveal the relationship, impact of mine operation etc.
Coordinate the Participatory Dust Monitoring, cooperating with local community.
Coordinate and participate in monitoring programs such as AQ and Vibration conducted by external professional groups, and organize required support from Company side for successful completion of those programs, review respective reports and follow up report recommendations in consultation with the department management.
4.OT Greenhouse Gas Emission:
According to the E12 Air quality protection standard, maintain the Company GHE emission performance, which is more related with Business reputation, against Company GHE intensity target.
Liaise with other Company Ops and UG departments in order to gather and monitor all Company GHE contributors.
Prepare monthly and annual GHE reports on the RT S&E survey.
Register Company conducted Emission and Energy reduction opportunities and always seek for possible emission reduction and energy saving initiatives.
Support on decarbonization strategy implementation.
Other tasks:
Participate in/conduct SME environmental inspections at workplaces and report findings timely.
Carry out other general environmental duties (especially on Hazardous and non-Mineral waste issues) or other tasks as requested by the direct leader or the line Manager.
Support on water monitoring data analysis.
Support environmental superintendent on other environmental tasks such as monthly report, annual reports, presenting the information to stakeholders etc.,
Provide professional support in other activities which Environmental superintendent and Environmental manager provides.
REQUIREMENTS:
Postgraduate or equivalent education obtained through degrees or diplomas from academic college or universities.
Environmental sciences or in relevant disciplines is essential.
Other qualifications: Advanced proficiency in English language is desirable: Extensive knowledge and experience in environmental monitoring and air quality management. Environmental Management System.
