We are hiring an Advisor Employee Relations





Duties and Responsibilities:

1. Strategic Partnering (20%)

  • Support the development and delivery of HR ER analytical reports to provide insight within People and Organizations and line management on people matters. Implement ER reporting and metrics and escalate emerging ER issues and themes (to line manager and supporting business leaders) with a focus on using data to drive preventative actions, problem solving and decision making. 
  • Understand HR current and future needs to the business, make recommendation on improvements and implement it by cooperating with relevant stakeholders and SMEs. 
  • Ensure compliance with all policies and procedures and communicate to the business relevant information on changes and amendments in laws, policies, procedures and standards.
  • Partner with the appropriate human resource areas and key stakeholders to provide input from ER standpoint and assist in informed business decisions. Ensure immediate and effective feedback to relevant stakeholders (IR, HRBPs, SMEs, UG HR team, Business Conduct office and external independent investigation team etc.,) on identifying gaps or incompliance of the company’s policy and procedures with legislations or not meeting business needs.
  • Ensure the company’s HR development initiatives, practice and programs are aligned with operational culture, initiatives and change management principles of the company. 
  • Articulate a strong point of view while maintaining an enterprises viewpoint

2. Operational (70%) 

  • Conduct HR investigations and disciplinary processes engaging with SMEs (Legal, Security, Compliance) where required. Follow relevant regulations and Investigation Guideline document when conducting HR investigations.
  • Provide leaders with tools, professional support and advice on managing performance and conduct of team/employee. 
  • Coordinate and enforce the implementation of human resources policies, procedures and standards.
  • Ensures compliance  of Labour law, Law of Mongolia on Social Insurance (package of laws), Law of Mongolia on Labour Safety and Hygiene, Law of Mongolian on sending labour force abroad and receiving workforce and specialists from abroad and all relevant resolutions, standards by government and other professional organizations (not limited to specified legislation) by cooperating with IR, SMEs, HRBPs, HR Services teams (and other teams within organization)        
  • Maintain close engagement and work relations with business leaders. 
  • Engage with new employees as part of onboarding process and introduce internal policies, procedures and standards in order to maintain culture and set expectations. This shall be part of preventative actions in terms of performance and conduct.                                                                                                                                                                                                                            
  • Ensure timely report and escalation of the matter to the leader.                                                                                             
  • Support and coach leaders on medically unfit employee case management and collaborate closely with Health and HRBP teams. 
  • Work closely with HR Service team to ensure alignment and maintain recording and filing. Be responsible and make sure ER related documentation and letter are issued accurately with no mistake, introduced and posted to the employees and archived accordingly.                                                                                                                                   
  • HR input in all relevant HSECS committees and maintain HR role/accountability in specified committees.                                                 
  • Provide day to day support to Superintendent ER.                                                                                                                                                                                                                       

 3. Other (10%)

  • Engage and support other initiatives from the business.                                                                                                                                                             
  • Act as Superintendent ER where required or support on other responsibilities of the Superintendent ER                                                                                                             
  • Be flexible in terms of supporting People and Organization initiatives and projects as well as other non-labour and employee relations matters.   
  • Safety - Supports the team to develop culture with focus on Zero harm and demonstrates understanding of Life Saving Rules, the company’s HSE policies and procedures, and its application to work. 
  • Perform other related duties as assigned                                                                                                                                                                   

Requirements:

  • Bachelor's degree required
  • Human resources or Business Administration or a discipline relevant to the performing function.
  • 5 and above years of experience in employee & labour relations experience preferred.
  • Strong knowledge of Labour law and Regulations. 
  • Strong knowledge of internal policies. 
  • Must have consulting, advising skills

  • Strong influencing and relationship skills
  • Outstanding communication, presentation and interpersonal skills
  • Strong stakeholder and team work engagement skills

 

Contract term: 1 year
