About MCA – Mongolia 

Millennium Challenge Account – Mongolia (“MCA-Mongolia”) is a state-budget entity established by the Government of Mongolia to implement the Mongolia Water Compact signed with the Millennium Challenge Corporation (“MCC”), a U.S. government foreign aid agency. The Water Compact aims to address the challenge of limited long-term sustainable supplies of water for Ulaanbaatar, the capital city.  The Government of Mongolia is also committed to contributing to the Compact Implementation under the Compact Agreement.

Vacancy for recruitment: 

We are looking for a Director of Wastewater Recycling Activity of MCA – Mongolia who is qualified to manage the preparation and implementation of the Wastewater Recycling Activity, including the finalization of design criteria and the basis of design; the development of work plans and risk mitigation strategies; the preparation of detailed procurement documents; the review and approval of detailed designs and drawings; and the implementation of complex construction works under limited budget and timeframe. In the course of these responsibilities, the Director, Wastewater Recycling, works closely with a design-build contractor, a variety of implementing entities, and a program management consultant. 

Duties and Responsibilities 

  • Support and advise the Chief Executive Officer (“CEO”) on a range of issues, including the status, risks, and expected timelines of the investment activities under the Wastewater Recycling Activity and their compliance with MCC and local requirements.
  • Manage and coordinate the development of clear, accurate, and detailed procurement plans, financing plans, and work plans that define all relevant resource needs, including technical support from MCC and external consultants, identify issues and risks, and outline mitigation measures to support the proper implementation of the Wastewater Recycling Activity.
  • Actively manage the consultants and contractors that work on the Wastewater Recycling Activity on behalf of MCA-Mongolia, taking all steps necessary to ensure efficient coordination with implementing entities and other Government agencies and to ensure the timely submission of deliverables and progress toward agreed milestones, and ensure compliance with all applicable guidelines and requirements.
  • Receive, assess and accept deliverables from consultants and contractors, review periodic reports from implementing entities and the program management consultant, and otherwise closely monitor the progress of all project preparation and construction works for the Wastewater Recycling Activity. 
  • Provide timely and thorough reports on any delays, cost overruns, or other contract management issues related to the Wastewater Recycling Activity; ensure that staff and external stakeholders are kept informed of project status; recommend clear strategies to keep project work on tracks; and mobilize and deploy technical support or take other actions, as necessary. 
  • Lead the development and finalization of a strategy for implementing the portions of the Water Sector Sustainability Activity that encourage the pre-treatment of industrial effluent and the control of pollution, coordinate the procurement of appropriate consultants, and co-manage in implementation, working closely with the Director, Sustainability, and other staff.
  • Encourage the active participation of stakeholders in all phases of implementation and otherwise take any actions necessary to ensure compliance with the MCC Environmental Guidelines, MCC Gender Policy and Gender Guidelines, and all other MCC guidelines and policies during project implementation.
  • Manage the development and execution of appropriate implementation plans, including resourcing and procurement plans, budgets, work plans, and monitoring and evaluation (“M&E”) plans, to be submitted to the MCA-Mongolia Board of Directors and to MCC regarding the Wastewater Recycling Activity

Evaluation criteria

Education:

  • Bachelor’s degree in civil engineering, mechanical engineering, chemical engineering, or a similar field.
  • Master’s degree or other advanced degree, and/or appropriate professional registration/licensure, is strongly preferred.

Work experience:

  • Eight (8) years or more of prior experience working in project management of process engineering projects, with at least (7) seven years of project management experience in water system design and construction.
  • Prior experience in managing design-build projects, preferably under FIDIC Yellow Book and FIDIC’s other contract conditions.
  • Experience in all phases of engineering procurements – feasibility and design, contract negotiations, cost estimating, construction, construction management, construction inspection, and close out.
  • Experience developing technical specifications and terms of reference for engineering and consulting services procurements.
  • Extensive direct or indirect experience with the major water/wastewater sector institutions, energy sector institutions and policy bodies of Mongolia.
  • Demonstrated ability to build and maintain relationships with a broad range of actors in the public and private sectors at all levels, including with senior officials, business leaders, NGOs, and international donors.

Communication and languages:

  • Demonstrated ability to communicate effectively in English and Mongolian, both verbally and in writing. English language proficiency at ILR Level 3 or above is preferred.
